What is DORA? (Designated Outdoor Refreshment Area)

In Indiana, DORAs allow individuals who are at least twenty-one (21) years old to purchase alcoholic beverages from approved vendors and retail establishments and carry them outside to be consumed within the DORA boundaries


WHY IS ANGOLA CREATING A DORA?

The goal of the DORA area is to support downtown businesses, boost tourism, encourage foot traffic, and make it easier to host community events.


Is there a time restriction for DORA?
Operating Hours will be:

Sunday: 12:00 pm - 5:00 pm
Monday - Thursday: 11:00 am - 9:00 pm
Friday - Saturday: 11:00 am - 11:00 pm


Is there a limit on the number of drinks a person can carry within DORA boundaries?

No juggling beverages here. At any given time, one person cannot take more than two drinks with them as they walk within the DORA footprint. The drinks must be in DORA cups.


Alcohol purchased outside of the DORA cannot be consumed in public areas within the DORA

The establishment of the DORA does not mean people can bring their own alcohol to public areas. DORA is part of a special ordinance, enforceable by law, and only beverages purchased from approved vendors and carried in DORA cups are allowed.


All open containers purchased within the DORA must stay within the DORA footprint and in DORA cups

If people take their beverages outside the DORA boundary, it could result in law enforcement intervening, ticketing, or other measures. Additionally, it is still against the law to be publicly intoxicated and for minors to consume alcohol. There will be disposal bins for cups along the boundary of the DORA to ensure that no one leaves the DORA footprint while still carrying their cups.


How do I know if I’m in a DORA area and where are the boundaries?

The City of Angola will post DORA designated signs for the public to indicate if they are entering or leaving a DORA area. A DORA map will be accessible on the city website as well as signage. Boundary signs will clearly mark every entrance and exit.


Do I need to post a sign?

We will require posting signs by retailer permittees that are participating in the DORA so that a person will know whether they can enter the business with an open container of alcohol. Non-participating business owners will have the option to place a sign indicating whether or not DORA is allowed.


Can any drink go in a DORA cup?
A DORA cup is a special, city-approved disposable cup used for any outdoor alcoholic drinks. Drinks in regular glasses, cans, or personal containers aren’t allowed outside.  Pour requirements are as follows: Wine 12oz or less, beer 16oz or less, mixed drinks 10oz or less (2oz liquor).
